Mr. Carter has more than 25 years of broad experience in the energy industry, including business development, financing, engineering and construction. Prior to joining E3 Consulting, Doug was the managing member and majority partner of SolarGen USA, a Colorado based company focused on developing construction-ready sites for solar energy production. In this capacity, Doug raised over $4 million in private equity and debt funding that resulted in a development pipeline that included 500 MW of long term leases, 260 MW of utility interconnections and 200 MW of permit entitlements. He also negotiated and closed a power purchase agreement, helping to close a loan to qualify a net metering project for the 1603 U.S. Treasury cash grant, which qualified for a solar performance cash incentive and the sale of the project to a long-term investor.
Before joining SolarGen, Doug served as senior vice president for Invenergy LLC where he led the development of over 1,850 megawatts of contracted wind and natural gas power projects with a value of over $2.4 billion. In this role, he expanded Invenergy's development into California with 500 MW of wind farms by lobbying the Governor's office to open Bureau of Land Management properties, structuring a transmission solution with the local utility district, winning a partnership proposal with a major utility to lease tribal lands, and litigating a purchase agreement to retain control of a transmission interconnection. Doug also spent two years working at Community Energy Inc as the director of supply development where he was responsible for the development of 200 MW of wind farms in the Eastern Seaboard, New York, and New England markets. During this earlier career, Doug spent almost 10 years progressing through the ranks at Kinder Morgan Inc, an $8 billion midstream energy company. He is a graduate of Colorado State University with a B.S. in industrial construction.
