Mark Clements has more than 35 years of experience providing litigation support, generation expansion planning, production cost modeling, transmission planning, control area operations and design, and general consulting services to electric utilities, the steel industry and fuel suppliers domestically and abroad.
He was on the Board of Directors of the Western Regional Transmission Association and participated in the formation attempts of several ISOs/RTOs. Mr. Clements has testified as an expert witness on resource RFPs, transmission prudency, scheduling, and ancillary service issues in federal cases and in Arizona, Colorado and Kentucky. He studied transfer path loading and loop flow magnitudes to justify new facilities, he led a study team in a regional reliability council to gain approval of the higher transfer limit and wrote CPCNs for these projects. Mr. Clements has a M.S., Electrical Engineering from the University of Colorado, a B.S. in Biology from the University of Colorado and a B.S. in Mechanical Engineering from the University of Arizona.
