Matthew Dannemann, P.E.
Project Manager – Solar

Matthew Dannemann has more than seven years of experience in commercial development and engineering, emphasizing site development and civil engineering design while assisting in preparing and permitting land development plans for commercial clients nationwide. Matthew has recently been promoted from Solar Analyst to Project Manager, Solar.

He joined E3 from CenterPoint Engineering, where he was the program manager of preliminary engineering for rapidly expanding commercial clients. Through Mr. Dannemann’s experience seeing hundreds of projects, he has a strong knowledge of potential and unforeseen issues. More specifically, Mr. Dannemann has seen the various issues certain sites can encounter and how to solve them. In addition to commercial development, Mr. Dannemann has supported the development of solar projects throughout Colorado, providing site due diligence, site layout design, and overall civil engineering support for commercial and industry solar projects. Mr. Dannemann previously worked as an engineering intern for the Colorado E470 Highway Authority and as an on-site project engineer intern building the Smart Financial Centre for Linbeck Group in Houston, Texas.

Mr. Dannemann graduated with a B.S. in Civil Engineering, Cum Laude, from the Auburn University in Auburn, Alabama. Mr. Dannemann is a well-rounded engineer, as he also received minors in finance and business from Auburn and is a licensed professional engineer in Colorado.


Gretchen Ganim
Assistant Project Manager, Renewables

Ms. Ganim is an Assistant Project Manager at E3 where she supports the renewables practice. Prior to joining E3, Ms. Ganim as a renewable energy analyst for an engineering consulting firm where she supported the development of numerous internal software tools to aid in data processing, analysis, and reporting. Additionally, she worked on wind and solar PV resource analyses, wind turbine power performance testing, and she managed a growing fleet of solar resource assessment ground-stations. While in school at the Colorado School of Mines, Ganim held intern and fellowship positions at the School of Mines Mechanical Engineering department, the National Renewable Energy Laboratory (NREL), and Group14 Engineering. In these positions, she endeavored in Lithium-Sulfur battery research, concentrated solar power, and energy efficient building design, respectively. In addition to Mechanical Engineering courses, Ganim took classes with an emphasis on renewable energy and electricity, solar power, and software design. Ms. Ganim graduated from the Colorado School of Mines with a B.S. degree in Mechanical Engineering with a minor in Computer Science in 2019.


Lucian Gavriliuc, P.E.
Executive Director – Energy Storage

Mr. Gavriliuc joins E3 as an Executive Director of the Energy Storage Practice. An electrical engineer, he has a strong background in the industry, with his most recent role being the Senior Project Engineering Manager with Trina Storage, a division of Trina Solar, a 20+ year old solar developer located in Georgia. In this role, he delivered utility-scale BESS solutions, accessed vendor qualifications for O&M activities; developed project schedules and OPEX budgets by using top-down market data such as IHS, Wood Mackenzie, Sandia Labs and other available sources, and bottom-up bid comparisons. He was also involved in coordinating activities and supporting documents with third-party engineering firms for balance of system engineering deliverables.

Mr. Gavriliuc has been involved in the power industry since 2004. His background includes evaluation of electrical equipment such as medium-voltage and low-voltage transformers and motors, medium-voltage and low-voltage switchgear and motor control centers, medium-voltage and low-voltage variable frequency drives (VFDs), uninterruptable power supplies for 125VDC switchgear control systems with inverters for 208Y/120V AC three-phase systems. He has designed electrical power systems based on engineering principles in accordance with IEEE standards and National Electrical Code (NEC), NFPA 70E, National Electrical Safety Code (NESC), and American National Standards Institute (ANSI). He has also conducted electrical power studies for energy markets such as utilities and renewable battery energy storage systems (BESS) based on IEEE standards. He is an active member of IEEE, following industry trends and technological developments. Mr. Gavriliuc has a B.S. in Electrical Technology, Power from the University of Houston, where he graduated Cum Laude, and an M.B.A. from the University of Georgia.



Carol Ho, P.E.
Executive Director – Environmental

Ms. Ho is an environmental engineer with more than 20 years of diverse experience in evaluating environmental requirements associated with energy projects. Ms. Ho focuses on environmental risk assessment and permitting compliance issues.  Her reviews of projects include local, state, and federal level environmental permitting and regulatory compliance.

Ms. Ho’s work includes reviews of permit conditions and technical compliance issues at energy-related infrastructure, including renewable and traditional power plants, pipeline routes, and transmission projects. The investigations typically require independent research, documentation requests, and reviewing the applicable regulations, permit conditions, notices of violation, and compliance orders.  Her experience navigating permitting requirements provides clients valuable guidance in interpreting common regulatory issues and maintaining compliance. She is the author of several articles, including “Wind Power and Its Impact on Wildlife: A Look at Current Efforts to Minimize Harm,” published as a Feature Article in POWER Magazine in February 2022.

Ms. Ho has a B.S. in Environmental Engineering from the University of Guelph, located in Ontario, and is a registered environmental engineer in Colorado.  She is pursuing a master’s degree in Sustainability Leadership from Arizona State University.

Carol Ho, Executive Director – Environmental, E3 Consulting

Ajinkya Joshi
Energy Manager – Solar

Ajinkya Joshi is an energy manager with E3 Consulting. He is responsible for conducting energy resource analysis, technical equipment due diligence, energy modeling, and reviewing performance testing provision and results. Mr. Joshi also offers development support related to integrated solar and battery energy storage system (BESS) projects to support project financing. 

Before joining E3, Mr. Joshi was a senior analyst – energy storage where he worked on a variety of PV and battery storage projects. He has lead execution of web-based energy modelling platform deployed on MS Azure and has modeled technical, economic, and performance parameters for solar and BESS projects. Mr. Joshi also worked for a leading solar PV developer in India where he has extensively used PVsyst for simulation and design of utility-scale solar PV farms. In this role he analyzed energy and meteorological data using Python and MS Excel for performance evaluation of assets. He also provided engineering design and optimization, estimates of losses, and root cause analyses to maximize energy yields, among other tasks.

Mr. Joshi has a master’s degree in Energy Systems Engineering from the Indian Institute of Technology Bombay and a bachelor’s degree in Electrical Engineering from the University of Mumbai. He is a lifelong learner who has taken several courses leading to certificates that have advanced his knowledge of the energy industry.


Anne Locke McBroom, PMP, ME
Director, Renewables

Anne Locke is an electrical engineer with significant renewables development experience. She provides owner’s and independent engineering services for clients seeking to finance, construct, and operate renewable projects. Her background in developing over three gigawatts (GW) of wind, solar, and battery storage provides her with a solid background to support our clients in project engineering and construction management. Anne is also a master electrician, licensed to permit, design, and review electrical plans in eight states. Anne has an Electrical Engineering Degree from the University of Colorado at Denver and a Construction Management/Interdisciplinary Degree from Colorado State University. She is currently enrolled in an MBA program at Colorado State University.


Mike O’Dell, P.E.
Executive Director

Mike O’Dell is a seasoned power industry professional, having served in many different roles throughout his career. With E3, Mike has focused on managing and performing due diligence reviews to support the financing or acquisition of power projects. He has been involved in technical design review, operations and maintenance budget reviews, evaluation of financial models, environmental permit review, and reviewing contractual agreements such as EPC contracts, power purchase agreements, etc. As part of this experience, he has monitored construction progress, developed performance testing, reviewed protocols, and witnessed and reviewed test results. Mike’s experience includes various energy technologies, including flash and binary geothermal facilities, cogeneration and district energy facilities, solar thermal power stations, biomass generating stations, wind energy, and combustion turbine facilities.

Prior to rejoining E3 Consulting, Mike was a power plant manager and engineer, overseeing plant management, budget, and operations and performance. He also conducted independent engineering reviews for SAIC Energy, Environmental, and Infrastructure, LLC (formerly R.W. Beck) to support project financings of power projects, conducting due diligence and construction monitoring. Mike has also managed many owners’ engineering contracts, where he was responsible for scope development, bid preparation, bid evaluation, and contract negotiations. Prior experience also includes energy-related research in thermal storage and heat pump development. Mike has a master’s and a bachelor’s degree in Mechanical Engineering from the Missouri University School of Science and Technology.

John Purcell, P.E.
Executive Director

John Purcell is an E3 project manager and consultant who has managed a variety of domestic and international power projects, including significant experience with nuclear facilities. Mr. Purcell’s extensive EPC project management experience includes gas-fired combustion turbine, geothermal, woody biomass, hydroelectric, and natural gas liquid plants. Before joining E3, he spent six years on the senior site PWR management team, where he managed projects and programs consisting of integrated engineering, design subcontractors, construction contractors, owner QA, and owner start-up teams. His project team was awarded ‘Project of the Year’ for the Machala Power Project, a 130 MW natural gas simple cycle plant located in Ecuador, South America, which also achieved early operation. Mr. Purcell is on the Independent Monitoring team monitoring the Donald C. Cook Nuclear Plant’s multi-year Life Cycle Management Program. He is a licensed professional engineer with a B.S. in Mechanical Engineering from Lowell Technological Institute and an M.B.A. from the University of Pittsburgh.

John Purcell, E3 Consulting

Daniel Tarico, MBA, MS
Director – Renewables

Mr. Tarico is an E3 Director in the Renewables practice. Dan has more than 16 years of design, construction, and operations experience in utility solar power and the C&I solar market. His insights into renewable infrastructure projects are guided by his knowledge of finance, engineering, and construction, his long tenure in the space, and the breadth of his experience and education. Before entering the solar industry, Mr. Tarico held varied roles in technology development/industrial R&D and has nearly 25 years of total experience managing, working in, and continually improving construction projects of many types.

Complimentary to his power project experience, Mr. Tarico has unique expertise in designing, manufacturing, and constructing solar trackers for utility solar power. He has worked as a designer, product manager, and program manager, specifically with utility solar trackers. In addition to helping evaluate equipment suitability for planned projects, he provides expert services for tracker design, value engineering, and failure analysis/corrective action plans.

Mr. Tarico holds an M.B.A. in finance and International Management, an M.S. in Materials Science, and a B.S. in Metallurgical Engineering from the University of Arizona. He also holds qualifications as an A (Engineering Works) and B (Commercial) general contracting licensee.


Terry Terezakis
Executive Director

Terry Terezakis is an E3 Executive Director focusing on thermal power generation projects. He is an innovative problem solver and recognized subject matter expert in gas turbines yet has experience across the full range of thermal plant performance and operations. Applications include heavy-duty (frame) and aero-derivative gas turbines, diesels, combined cycle (steam turbine & gas turbine), and large thermal power plants (nuclear and fossil fueled). During his 30+-year career, Mr. Terezakis has worked for GE, AES, Pratt & Whitney Power Systems, McHale & Associates, and Curtiss Wright Nuclear, among others.

His broad experience includes engineering and root cause-based improvements in generating capacity, thermal efficiency, emissions performance, reliability, risk management, and cost reduction for OEM’s, aftermarket suppliers, and operators of new and existing electrical power generating stations. More recently, Mr. Terezakis has applied early anomaly detection programs to prevent operational failures and identify sources of efficiency loss in operating powerplants.

He has a B.S. in Energy Engineering Technology from The Rochester Institute of Technology and an A.S. in Energy Systems Technology from SUNY College of Tech at Delhi. Moreover, he is a GE Field Engineering Program graduate and has participated in numerous industry training programs. He is also active in professional societies and development, providing industry guidance for the ASME Power Test Codes (PTC – 22 & 51) Committee for gas turbine testing and serving on the Customer Advisory Board for Emerson Process.  Outside activities include serving as an Outside Director for Envirokinetics, a California-based design-build firm specializing in process control equipment for gas turbine emissions and the petrochemical industries.
