E3 has the experience to make your infrastructure and industrial project a success.
E3 and its employees have amassed impressive experience in the development, financing, construction and operation of industrial and infrastructure projects. Our combined project experience includes industrial and petrochemical projects as well as public infrastructure projects (water, wastewater, roads, etc.). The representative projects are a strong indication of our abilities to analyze and support successful development and financings in a variety of technologies and industries.
Vista Ridge Water Pipeline Project
E3 served as the Independent Engineer for the Vista Ridge Regional Supply Project (Project), a 142-mile water pipeline that will expand the water supply by 20 percent for the fast-growing City of San Antonio, Texas. The Project is one of the largest-scale public-private partnerships (P3) in the water sector. Missouri-based Garney Holding Company (dba Garney Construction), through its subsidiaries, led the Project development team and will complete the design and construction of the Project. The Project company entered into a 30-year concession agreement with the City of San Antonio, acting through San Antonio Water System, to deliver 16.3 billion gallons of water to the City annually. Project financing for the $927 million non-recourse loan was arranged through Sumitomo Mitsui Banking Corporation, who led an international bank group that included CoBank, Commonwealth Bank of Australia, ING, Korean Development Bank, and Societe Generale. As the Independent Engineer, the E3 team provided technical due diligence, addressing the technical and commercial aspects of the Project on behalf of the financing parties and is currently providing construction monitoring services.
Sleep Inn & Suites Hotel, Jourdantown, Texas
E3 served as the lender’s construction monitor for the Project, a hotel based in Southwest Texas. The property was constructed principally for the area’s oil and gas industry workers and hospital patients and visitors for the two local hospitals whose need for accommodation was outpacing supply. Although the project was somewhat outside of E3’s typical project profile, construction principles remain the same throughout the industry.
Parish West-Ranch Project, Texas
E3 provided due diligence review of a carbon capture system CO2 compressor, 80 mile CO2 pipeline, and complete redevelopment of wells and surface facilities in the West Ranch Field to support new multiple reservoir CO2 injection and production patterns to implement CO2 enhanced oil recovery (EOR) operations. CO2 will be permanently sequestered as individual reservoirs are abandoned following commercial oil recovery operations. E3 is providing construction monitoring services.
